Phil Stowers represents the 13th District on the Pulaski County Quorum Court. Phil has been a resident of Pulaski County for more than 25 years and is a veteran of the United States Air Force. He came to the Little Rock area in 1992 courtesy of the Air Force, and after he finished his Air Force career in 1996, Phil became so fond of Arkansas that he decided to call Pulaski County home.
Phil served a term on the Maumelle City Council before seeking the office of Justice of the Peace. He has served as a Justice of the Peace on the Pulaski County Quorum Court since 2005 and is currently in his 7th term.
As a senior member of the Quorum Court, Phil has served on several committees, including the Agenda, Budget and Ways & Means Committees. At various points in his tenure, he applied his budgeting experience by serving as chair of the Agenda and Budget Committees.
District 13 encompasses parts of Maumelle, North Little Rock, and Sherwood as well as a large portion of unincorporated northern Pulaski County including the communities of Morgan, Marche, Oak Grove, Kellogg Valley, and Runyan Acres.
